Since this question came up last week, I'd like to clarify the local rules for everyone (most of which are on the regular scorecards). If a ball is hit beyond #9 green into the parking lot or cart area, it is a 1 stroke penalty - drop ball on line of flight. Roadways and cart paths are a free drop to the closest full relief (ball and stance) no closer to the hole. All newly planted trees (under 5 feet) are a free drop up to 2 club lengths no closer to the hole. All flower beds are a free drop - one club length no closer to the hole. A flower bed on the course is essentially all mulched areas including ones that don't have any flowers in them. For example, the bush next to #10 tee is in a flower bed. Any ball that ends up in the mulch under the bush or in the bush is a free drop. Also, the newer rock formation area behind #17 is also a flower bed and is a free drop.
Our rules include that we play winter rules everywhere and you can roll the ball up to six inches except if you intend to play the ball out of a hazard area in which case it cannot be moved (these would include the namesake stonehedges and the circle of stones next to #14 fairway as well as overgrown tree areas even if they are not marked with red or white stakes - no free drop out of these areas). I am going to immediately change that to a one club length rule to be more consistent with other leagues and tournaments at the course so there is no confusion over the rule. However, you still cannot move the ball to a different cut of grass (from the rough to the fairway or vice versa for instance).
